"In addition to appearing on the United States Federal Reserve notes since 1935, the Great Seal is used on every important commission signed by the President, on treaties, and on the exequaturs of foreign consuls.  The Eagle side, symbol of sovereignty, is displayed on the Congressional Record in black and white, and in color at our foreign offices overseas.
